(Racine, WI) – “Since December I have traveled the state speaking to voters about the fall elections and it is clear that the majority of people, myself included, are excited to reelect Governor Walker and Lt. Governor Kleefisch. Along the way I’m proud to say that I have educated people about what the office of Secretary of State once was, what it should be, and the major issues that Wisconsin will face down the road if we continue with unelected and unaccountable boards.

Elections always come down to the following: Are you qualified? Can you defeat your opponent? Can you complete the goals set by the campaign?

As it relates to the race of Secretary of State I've determined the following:

  • Do I have the best resume? There is no contest here; I possess the best credentials to reform the office of Secretary of State.
  • Can I defeat Doug La Follette? Simple answer is yes. La Follette only asks for more duties come election time and expects the people of Wisconsin to ignore the fact that he has done nothing since the last election.
  • Will the Legislature work with me to reform the office of Secretary of State?  Here, I believe, the answer is ‘No.’

We continue to see news related to the unelected and unaccountable Government Accountability Board (GAB) that would indicate that the GAB is in major need of oversight. The legislature continues to discuss alternatives but returning the duties to an elected officer does not seem to be one of them. The decision always seems to come back to putting the power back in the hands of an unelected board similar to the State Elections Board which the GAB was created to replace less than 10 years ago.

So it is with a bit of sorrow that I am announcing today that I will not be continuing to seek the office of Secretary of State.

I would like to thank all of my loyal supporters across the state that have reached out to me and offered me words of encouragement – without you campaigns like mine would not be able to reach the whole state. Thank you!

(Racine, WI) – “Last night I was saddened to see that the Republican led State Assembly continued to move Wisconsin forward down the progressive track of big government bureaucracy by voting to eliminate a constitutionally elected officer,” stated Bill Folk, Candidate for Secretary of State. “Moderate Republicans have spent years giving away the duties of the State Treasurer to unelected government employees that are unaccountable to the taxpayers of Wisconsin. Luckily the bill (AJR48) to amend the state constitution will still need to pass the next legislative session and then be voted on by the voters of Wisconsin in a statewide referendum.”

Open letter to Candidate Schroeder

Candidate Schroeder,

Wisconsin was founded on principles of checks and balances, where the people of the state would ultimately have the say in how our government is run and by whom.  Here, in 2014, we find ourselves in an interesting situation.  We can proceed down the progressive route and change the notion of our executive branch, consolidating all of the powers inherent in that branch to unelected, unaccountable boards with the oversight being that of gubernatorial cabinet appointees or we can preserve what the founders of the state intended.

With all due respect to a candidate that is willing to put his name on the ballot I ask you the following question: why are you running to be Secretary of State?

You have continued to make the argument that this office should be eliminated and your bold plan is to collect 73% of the salary while the legislature works to amend the constitution and eliminate the office.

Why then run? What benefit is there to a Republican holding the office if your sole purpose is to abdicate it?  Could we not do this with the current occupant?  Well I guess if you were to get elected to this role we, the taxpayers, would see a savings of about $0.009 apiece while you sit there waiting for it to be eliminated.

I reiterate what I said in a press release the other day: you are offering the voters nothing but a political gimmick compared to what we already have in Doug La Follette.

Here is my plan and it is a bold plan that would move Wisconsin forward.

I’m running for Secretary of State to bring us out of the progressive mentality of the 1970s and into an era of accountable government.

When elected I intend to begin with opening talks with the Governor and the leaders of the legislature on the process of returning role of Chief Elections Officer to the Secretary of State by rolling the Government Accountability Board (GAB) under the office. The voters of Wisconsin need to be able to hold a person responsible for decisions the board makes and the elections – currently the voters do not have a say related to the GAB.

The next item on my agenda is the Department of Financial Institutions (DFI) which should also report to the Secretary and not be a board with a cabinet member to the Governor.  Here is why: would you really vote against the governor for a misplaced UCC filing? It’s not a primary role for the Governor so why would you? But if it were part of the Secretary of State it would be a primary role and the voters would hold that person responsible.

Sitting on one's hands waiting to act is not a bold plan.  If you truly wanted to eliminate the office then you would be running for the legislature - the branch of government that actually has the power to make that change. Barring that, consider stepping aside and allow a conservative win this seat for the voters of Wisconsin so that real reform can take place.

(Racine, WI) – This morning Secretary of State candidate Bill Folk stated that he was not surprised with the Schroeder campaign announcement today that Schroeder would return a portion of the salary, "lets be honest here, Jay [Schroeder] is a politician with more gimmicks than substance. He offers the people of Wisconsin nothing by electing him Secretary of State," said Folk.

The Schroeder campaign is running on the elimination of the office, a duty that is in the hands of the legislature and the voters of Wisconsin not in the hands of the Secretary of State. He continues to state that we can reduce the budget by $1 million by eliminating the office but fails to take into account that the duties and costs will only be shifted to other areas of the government with no savings to the taxpayers and no recourse for the voters.

Ronald Reagan once said, “No government ever voluntarily reduces itself in size. Government programs, once launched, never disappear. Actually, a government bureau is the nearest thing to eternal life we'll ever see on this earth!” Bill Folk wants to return vital responsibilities back to the elected office of Secretary of State by removing them from those unelected, unaccountable "
government bureaus" established by the legislature.

Democrats stripped the Secretary of State of election responsibilities in the 1970's due to the fact that Republicans controlled the office for nearly 30 years, Republicans did the same to Democrat Secretary of State Doug La Follette in the 1990's and again in 2011 and 2013.  "It is time to get past political expediency and return to a state of normalcy.  In order to regain the proper balance we need to stop playing the gimmick angle and defeat Doug La Follette," said Folk.

"I believe I am the right person to regain that balance," said Bill Folk.  "As a conservative I believe that power is best held by the people and those that they elect, not a group of unelected and unaccountable boards. I would like to see the Secretary of State give the taxpayers a better return for their money rather than an elected official who just collects a salary waiting either for retirement or elimination of the office. As Secretary of State I will ensure that real conversations happen between the legislative, executive and this office. I'm not offering the voters any gimmicks I'm offering them a better way."

(Racine, WI) – Secretary of State candidate Bill Folk would like to thank everyone for the outpouring of support. Candidate Folk proudly announced that in the first 24 hours he has garnered as much Facebook support as his primary opponents who announced weeks ago.

“While this isn’t by any means a definitive indicator, it does show that the message of putting the office to work rather than elimination is the right direction.”

In response to the ‘Welcome’ letter from one of his primary opponents, Folk had this to say;

“When I decided to launch this campaign I knew that the conservative message of reducing unaccountable bureaucratic boards would be met with scrutiny but did not think it would come from within the party.

Smaller government does not mean abdication of responsibility. Smaller government means reduction of red-tape and increased accountability.  By putting responsibilities on the Secretary the voters can decide if things are operating efficiently.”

Folk states that while his platform is similar to La Follete’s, the fact that La Follete seems more interested in running for office than maintaining an office puts La Follete into the group of those that wish to eliminate the job.

Conservative’s believe in the power of the voter/taxpayer not in the bureaucratic hand of un-elected boards

We need to elect a strong conservative that is willing to take on tough challenges not just simply abdicate the seat if elected. The primary for this election will come down to a simple question…do you believe that conservatives roll up their sleeves and get to work or do they hand over the reins to those that are un-elected?

You know the answer and so do I.

I am the clear conservative choice in the race for Secretary of State.  An office that is accountable, does more with less and provides less government bureaucracy is the message to send to the voters of Wisconsin.

(Racine, WI) – Today Bill Folk announces that he will seek the Republican nomination for Secretary of State.

“When people are asked what the Secretary of State does, the response is usually a blank stare. We should not have any elected office in Wisconsin that is met with that type of response.

In 42 states the Secretary is responsible for administration of Corporate Business information...but not in Wisconsin.  In 39 states the Secretary is the Chief Elections Officer and administers the Uniform Commercial Code…but not in Wisconsin.  In 44 states the secretary registers Trademarks and supplies notaries…but not in Wisconsin. All of these duties and more were once part of the office but under La Follete the legislature has removed them.

There is a better way.

Today I’m announcing that I will seek the Republican nomination and the office of Secretary of State for Wisconsin.

When I’m elected next November I will work with the legislature and the Governor to re-establish the functions that the Secretary of State had prior to La Follete’s 40 year tenure.  This will provide the voters of Wisconsin with an elected, accountable officeholder that has significant objectives.

I ask for your support today and look forward to serving the people of Wisconsin.”
